This is one of two pairs of almost identical pairs of flared bright cut tongs.  They are particularly interesting as I have seen only these two pairs of bright cut tongs by Christian ker Reid I.  Both are clearly engraved from the same pattern.  They are likely to be dated c1795 - 1800.
