These are a pair of fairly standard style bright cut tongs, very similar to many other London tongs of the period. This maker's mark is distorted and may very well not be "IF" at all. The date letter is that of the early part of 1804, i.e. between 29th May and 10th October. If you look at the enlarged image of the hallmark, you can still see the threads from the cloth I used to clean the tongs - caught on an imperfection, left from when the tongs were first made.
