Antique Georgian silver sugar tongs

Philip Batchelor was a London maker.  Grimwade records him as having entered a mark as a small-worker on 15th January 1770.  These silver sugar tongs are quite hard to identify, however, on balance I think they are Philip Batchelor.  I had thought they may be Patrick Beatch, but the Lion Passant looks much like a London mark than a Newcastle one.  The only two pairs of antique Georgian silver sugar tongs I have seen by this maker are both cast.
