This is a very special pair of sugar tongs.  These are cast and are dated 1795.  They are the latest date I have seen for cast sugar tongs.  Most cast sugar tongs are dated prior to 1784.  There are some that are dated 1785/86 but it is highly unusual to see a pair of cast sugar tongs with a date letter.
