This pair of tongs are fairly standard style for sugar tongs of this period.  Notice that the maker's mark is over-struck.  This could be simply that the first strike did not take very well, or perhaps Stephen Adams had bought these tongs from another maker & struck his own mark over the top of the previous maker's mark.
