This is an interesting mark as it looks exactly like Thomas Hobbs’ mark, except that it cannot be as the tongs are clearly dated 1792/93 and Thomas Hobbs first entered his mark in1796. The closest resemblance after Thomas Hobbs is Thomas Harper I although as there were several makers registered as "TH" we cannot be certain of this. Thomas Harper I registered his first mark in 1790 as a small-worker. He was interesting as he was a very active Mason rising to deputy Grand Master from 1801. This pair of tongs are plain and typical Georgian Old English style.
